Nagato appears a Pain was an excellent character, but I got a more "anti-hero" or "dark-hero" vibe from him. Orochimaru on the other hand was truly villainously villain. He had a certain swag and sassy dialogue and general creepiness which no other villains, no matter how strong, were able to match. I loved the theatrics of it all. Pain mops Bee up like spilt cereal. Multiple massive summons and Soul stealing would be enough. You also saw him kill a Sanin and fight sage Naruto, while heavily weakened, with multiple massive toad summons and a an 8 tails cloak as well.
